Prepare your favorite sugar cookie recipe or Roll-Out Cookie Dough recipe. Roll out dough 1/8 in. thick; cut star cookies using cutter. Bake at 350°F for 8-11 minutes or until cookies are lightly browned, or follow recipe instructions. Cool on pan on cooling grid 2 minutes. Remove from pan and cool completely.
Melt white and green candy following package instructions; place in decorating bags fitted with tip 2. Outline cookies with melted candy; chill until set. Fill in outline with melted candy; tap gently to settle candy and chill until set. Pipe green tip 2 spiral lines; place star sprinkles on lines. Chill until set.
Outline cookie with full-strength red Color Flow icing and tip 3; let set. Flow in with thinned red icing; immediately place Sugar Pearls sprinkles. Let dry.
Outline cookie with full-strength yellow royal icing and tip 3; let set. Flow in with thinned yellow icing; let dry. Using tip 2 and full-strength royal icing, alternately pipe rose, violet and blue vertical lines; repeat piping horizontal lines. Let dry.
Outline cookie with full-strength green royal icing and tip 3; outline smaller inner star. Let set. Prepare and fill parchment bags with thinned green royal icing and thinned yellow royal icing. Flow in outlined cookie with thinned green icing; immediately dot wet icing with yellow to make polka dots. Let set. Fill inner star with yellow Sparkle Gel.
Spatula ice cookie with buttercream icing. Roll out yellow fondant; imprint with mat. Cut fondant with star cutter; attach to cookies. Pipe Sparkle Gel into imprinted pattern; let set.
