Bake your favorite cake recipe or mix following recipe instructions for 10-in. round cake. Cool in pan on wire rack 10 minutes. Remove from pan and cool completely. Arrange on foil-wrapped cake circle.
Spatula ice cake smooth with white buttercream icing. Using toothpick, mark circles on cake in target design. Reserve a portion of icing white for bottom border; tint remaining white buttercream icing yellow, red and blue. Tint chocolate buttercream icing black. Cover cake top with tip 16 stars, beginning in center with yellow, red, blue and black. Pipe tip 21 star bottom border.
Make an arrow: Cut a spice drop into an arrowhead shape with scissors. Insert lollipop stick into spice drop. Cut fringed feather shape from card, attach to end of stick with tape. Position on cake; secure with dot of icing.
