Spray pan with vegetable pan spray. Press about ½ in. cookie dough into pan. Bake and cool following recipe directions. Arrange on foil-wrapped cake board cut to fit.
Roll out white fondant 1/8 in. thick; cut stars using the smallest star Cut-Out. Let dry on cornstarch-dusted surface.
Spatula ice cookie top with white buttercream icing. With toothpick, trace square for blue star background and stripes. Fill in blue background using blue Sparkle Gel; place fondant stars. Fill in alternating red stripes with red Sparkle Gel.
