Bake your favorite 2-layer cake recipe or mix following recipe instructions in the 8 in., 12 in. and 16 in. pans. Cool layers in pans on wire rack 10 minutes. Remove from pan and cool completely. Arrange each cake on same-sized cake circle. Spatula ice each cake. Place each cake on separator plates 2 inches larger than cake, securing cake with icing.
Divide cakes as follows: 8 in. cake into 16ths, 12 in. cake into 24ths (divide cake in 12ths, then divide each section in half again), 16 in. cake in 32nds (divide cake into 8ths, divide each section in half twice more to create 32 sections).
Decorate alternating rows of tip 16 and tip 21 shells along division marks. Decorate tip 2D star bottom borders on all cakes.
Position cakes on cake stand. Add rose garlands between tiers.
