At least 2 days before cookies are needed, prepare Roll-Out Cookie recipe or use refrigerated cookie dough. Roll out dough 1/8 in. thick; cut 3 x 4 in. rectangles using knife. Place on cookie sheet. Bake at 375°F for 9-11 minutes or until edges are light brown. Cool on sheet 2 minutes. Remove from pan to cooling grid; cool completely.
Using full-strength Color Flow icing tinted desired colors, pipe tip 5 outline flag design. Let dry 1-2 hours to prevent bleeding of different colors. Fill in using tip 3 and thinned Color Flow icing. Let dry completely, about 48 hours.
