Spray silicone baking cups with vegetable pan spray. Prepare cake batter; stir in 1/4 cup blue jimmies sprinkles. Fill prepared cups 2/3 full with cake batter. Bake according to recipe instructions. Cool completely.
Melt Candy Melts following package instructions. Tint gray with black candy color. Pour tinted candy into the top fin only of the angel fish; refrigerate until firm. Unmold. Top cupcake with blue Sparkle Gel; smooth with spatula. Insert “shark fin” into icing.
Spatula ice cupcake smooth with white buttercream icing. Top half of cupcake with blue Sparkle Gel; smooth with spatula. Sprinkle granulated brown sugar over opposite half of cupcake. Place candle on cupcake; insert umbrella favor.
Tint buttercream icing light rose. Cover cupcake tops with tip 1M swirl. Press sandal candle into icing.
