Spray pan with vegetable pan spray. In small bowl, combine blue gelatin and ¾ cup boiling water; stir until gelatin is dissolved. Divide evenly between pan cavities. Refrigerate until top is slightly firm. Meanwhile, sprinkle unflavored gelatin over hot tap water in small microwavable bowl or measuring cup; let stand until softened, about 5 minutes. Microwave 20 seconds on HIGH; stir. Repeat, microwaving at 10 second intervals; until gelatin is dissolved. Cool to room temperature. Combine dissolved unflavored gelatin mixture and whipped topping. Spoon over firm blue gelatin, dividing evenly. Refrigerate until top is slightly firm. In small bowl, combine strawberry gelatin and remaining ¾ cup boiling water; stir until gelatin is dissolved. Spoon over firm white gelatin. Chill until firm.
To serve, place pan bottom into warm water 30 seconds. Gently pull gelatin away from sides of pan with spatula or fingers. Turn gelatin stars onto serving plate.
