Why do some recipes use almond extract in addition to vanilla extract? Why not use just vanilla extract? (for example, roll out cookies)

Almond extract just provides an additional layer of flavor. It's okay to leave it out, but add an equal amount of additional vanilla extract to make up for the flavor lost by not adding in the almond extract.
