This question is one we get often! When baking and cooking, most measurements are given as volume. We then try to supply approximate weight or package information so you know how much you need to buy. To explain better: One cup is 8 ounces for volume (1 cup water is 8 ounces of liquid – which is measured by volume), but not 8 ounces weight. 1 cup of confectioners' sugar, for example, weighs less than 1 cup rice or pasta, and none of these weighs 8 ounces (1/2 pound) Our recipe for buttercream icing, therefore, is correct when it calls for 4 cups confectioners' sugar (about 1 pound). FYI, European recipes are written mostly by weight, so if you're looking at a European cookbook or website, you'll find most ingredients listed by metric weight.
