I would like to know where I can get a stabilizer for meringue to use it for an icing?

There is no need to stabilize meringue icings because meringue powder is already stable. You can make a marshmallow-like icing with meringue powder and water, or add a little bit of meringue powder to buttercream icing to stabilize it and help it crust over.
