How is flooding done when icing cookies?

Flooding cookies requires 2 different icing consistencies. First, you outline the area you are going to flood with a medium consistency icing that holds its line (shape) when you pipe it on the cookie. Then, you pipe in a very thin consistency icing and allow it to flow out to the outline you make. The icing will dry smooth and even!
