Is a jelly roll pan the same as a cookie sheet?

A jelly roll pan can also be used as a cookie sheet. All jelly roll pans have sides so that they can be filled with cake batter. The sides are usually about 3/4 in. tall. Some cookie sheets do not have sides, so the cannot be used as jelly roll pans.
