If you have just rolled and cut out the fondant, so it's still pliable, you can brush the back of the cutout with a small amount of water, then stick it to the cake. If it is a decoration that you've dried overnight or longer, fondant adhesive (fondant mixed with water) is a better choice. Simply add a small amount of water to a small piece of fondant and stir until mixed together. You want the fondant adhesive to be like thick glue consistency, so add additional water or fondant as needed.
